I used a toothbrush and some Jif to clean up the area first, then used a strip of masking tape that goes over the outer groove, covering the entire elongated rectangle above the "DOHC" logo. I masked off the rest of the cover, and used my fingernail to break the masking tape, until I could...

So - erm....I finally got to the bottom of this one - I'd managed to top the tank up with bloody DIESEL (maybe 3-4 litres). First time in 50 years I've done it. Carbs off, everything cleaned again, flush tank, re-assemble, and Ping! Running like a beauty. What an utter nob I've been..

Thanks everyone - Adrian, thanks for the offer - At the moment Frank from DynoMite is having a fettle with the carbs, as he's old skool, and has always been a star performer when troubleshooting; if he can't sort it, I'll try the guys in Ringwood you suggested.
