Yup, I always use max pressure with valve out. Usually tires are seated well on both sides before reaching 90 psi. Depends on the tire and condition of the wheel.
Cleaning the inner sides of the wheel from corrosion or whatever helps a lot.

@Zed1015... I always heard that 0.3mm was max because of surface hardening of the valves. Does this mean that the valves don't have surface hardening?
