Can some one confirm for me tha all 4 carbs on z1B carb slide adjusters are adjustable there is not one that’s fixed that you adjust the others too

Hi trying to balance my carb with a Morgan carb balancer the problem is the large tickover adjusting screw is out in fact it’s not touching and my tickover is too high and I can’t turn it down what have I done wrong. Hi will only be doing the once then bike will be up for sale , think I will buy a set and afterwards put on here for sale everyone seems to say that the Morgan car tune are the best.
