1015 barrels won't fit the 998 J without modification for the slipper tensioners.. You could use the pistons as they are the same 17mm pin but the pin sits higher in the earlier 1015 pistons than the J and the 1015 block is taller so you would lose compression which would require a shortened J block...

Just run a vac pipe from one of the rubber inlet manifolds where you would normally attach the vac gauges.
It will do exactly the same job and when you want to balance the carbs just unplug the tap vac pipe from the intake boot and use prime to get the fuel feed.

If that turbo is going to get any proper use I would seriously consider replacing the pressed turbine heat shield with a solid one. The pressed ones tend to warp and rub on the back of the turbine which eventually destroys them and the excess heat generated by the friction is not good for the shaft ...

Comp is decent and the oil level sounds like the cause of the oil blowing.
Anything over the top mark and they will chuck it out.

If the motor is a gud un it's usually because the oil level is too high.
If not then worn rings/bore will allow excessive blowby and pressurise the cases.

They would need TIG welding. But why do you need to move them ? The arm is anodised so it will show where the mounts were removed and re-welded unless you plan to strip and polish the whole thing. Might be better to have some billet blocks made that fit in the original mounts to move the mount forwa...
