So 2 adjacent carbs are dry , both fed by the same pipe from the tap. But when the tap is turned on, with both pipes disconnected, fuel flows from both outlets. Suggests a blocked feed pipe to me.

If memory serves, the round plate in the end of the selector drum ( the one with the raised dimple which triggers the neutral switch) sits on top of 5 or 6 posts, and is held on by a crosshead screw ( I think). I've used Philpott's several times with good results. Also used HCPG (Hard Chrome Plating & Grinding) in Nottingham - their work on my z900 forks ( done 1988 and 60,000 miles ago ) is still unmarked

there's a z650 one on ebay at present £25, looks to be pretty similar to my z900 one which should be the same as your z1000 one
