Try a hot air gun (not too close) and it will bring it back, and straighten them up. them plastic primer (halfords) then satin black, a bit dear £7.20 a can, but should be enough to do both (front and back) A valeters tick!

Need a Ultra Sonic Cleaner, for those bike bits?/restro.. Make one... cheap.!!! But i would put a sander on both sides, and see what the clean is like.
