No offence to Coose, but you don't need a dummy cam cover to set your cam timing unless you're working on a modified engine. I'd say that's definitely a Martin frame, but the chassis number should confirm that one way or tuther.
Georges started the company in 1970 with a frame resembling an Egli, but towards the late 70s made frames of that design.
The lower rear engine mounts give it away.

To support the comments above of our esteemed colleague, when setting the cam timing on a J-onwards motor you must have the top camchain guide in place. I use an old US-spec cam cover that I chopped up, with a section of old gasket under the cover and the guide fitted in place. Only after fitting th...

They're printed in high-temp material onto an aluminium plate, not pressed. To be honest I'm not surprised as the one that I bought a few years ago that is pressed was significantly more expensive.
