I'd agree with your figures with the exception of the 77 Z1000. I'd say that's more like £8k.

APE stem seals are made of FKM (Viton) which has a shelf life of 20 years compared to other materials with a shelf life of 5 - 10 years. It is possible that the valve stems have lost surface oil if stood for a period resulting in seal damage on start up. Replacement seals is your only option I am af...

If you have swapped 1 and 4 leads over and found no difference I would agree that it seems to pointing towards a fuel issue. I would start by checking carb balance.
