Bought a seal set from z power a while back that has 2 seals

Bought a seal set from z power

Got a set of JIS and tried tightening then loosening. Sprayed with penetrating oil. No go.
Another thought do I need to take the cam cover off? Not for the screw but to get the drive aligned

Has anyone tried removing the drive in the head to replace the seals? The cross head screw on mine doesn’t want to budge
