According to John Brookes it's 92075-007 and was available to Euro Z1's most of which had a separate steering-lock key.

From what I can see 42037-023 superceded 42037-020 from frame no. Z1F02000 (I assume that your ref. to 43027-020 was a typo as it doesn't exist as a part number). As there appears to be only one axle used then the ID should remain the same. IIRC the collar (what Kawasaki call it) fits inside the spr...

I got mine through Kawasaki UK. Apparently all the records are held in Japan. It cost me £54.00.
I also got one via the VJMC Dating Service (ooer missus!). Go on to the VJMC website and click the through links to see what evidence they need to provide it. It's quite cheap for PUM's.
