Z1000st rear brake pivot excessive float?

Is it supposed to be like this the Manuel shows no shims or washers to stop this movement.

Is the splines face at the face of the pivot arm? If the groove in the splines is worn then maybe be the arm is not not pushing on as far as it should?

Good call turns out I could still move the brake pedal on the splines with the bolt done up as far as I dared put the brake pedal in a vice and closed up the pinch gap and now solid on the splines.
