If youre speaking to him about weld repairs i would ask him what 'filler' material the welder uses. I spent a fair bit of time having rods matched to parent metal in recent times for things even as mundane as 'Birmabrite' for example and that is less safety critical by a million miles from what you are proposing.
Agree; weld will be stronger than the surrounding material but that is exactly what you dont want as the silicates migrate to the bounday layer with the parent metal and thats where it will crack again.
In any event; you will be running a tube in it when its repaired so that will afford you a significant margin of safety against instantaneous deflation!!!!
My local Yam dealer told me about a spray on product that they use. It coats the inside of the rim and does a similar job to running a tube but without the problems that tubes cause with friction and trapped air pockets etc etc.

You think? Instant deflation at 30/40 mph would be bad enough even in the back wheel. Front wheel you've just caught yourself a bad case of gravel rash at best. If that "fix" decides to let go then not only have you got instant deflation it'll lock up also. Maybe okay, maybe, on an empty road but other vehicles about, car drivers more interested in there mobiles than whats happening around them, loaded vans and hgvs that require longer stopping distance. Its only gotta go wrong once and curtains.
Really not worth the risk in my opinion.

I can't see how the weld will open up enough for all the air to suddenly escape, plus all the material around it as support !!!
as I said if its welded right it won't open. you wouldn't throw a frame away if it had a crack in it !!!
and an instant deflation can and does happen with any tyre.

I'll say one more thing on this, if i found a crack then i would just replace the wheel, but as the O.P. said its a very rare wheel so has no option. i'm sure the wheel repairer knows what they are doing and can guarantee their work.
but think about all the 40-50 year old bikes riding around with hairline cracks in the wheels that they haven't yet seen ?
also I took a tyre off a chrome steel wire wheel years ago and noticed a crack across a spoke nipple hole !!!! but looking on the outside the chrome was hiding the crack
and that wheel was about 15 years old at the time.
but think about all the 40-50 year old bikes riding around with hairline cracks in the wheels that they haven't yet seen ?

Neil you should see what professional companies can do to car alloys, do a search and see, wayyy worse than mine. Not everyone can afford to buy a new wheel every time you don’t see a pothole at 8 o clock on a winters night.
