Z1000 frame registration

I have a 1977 Z1000 frame but it has no paperwork And I would like to get it registered. I contacted Kawasaki UK but they said they couldn't help me as they need the engine number as well to date it, which I don't have. I contacted the VJMC and they sent me a letter saying it was definitely a 1977 frame but couldn't give me the exact year of manufacture. I sent all the necessary paperwork that I had including the letter from the VJMC to the DVLA dut they sent it back saying they couldn't do anything as I need the exact year of manufacture.
I see the 2 wheel center selling frames on ebay with no paperwork saying to contact Kawasaki UK for a dating letter, am I missing something.
Can anyone help me please

Hi Gus don't think that will work as its an imported frame from the USA

it wont work at all date of manufacture is not date of registration i have a GERMAN z1r damaged frame at home and know all z1r bikes were manufactured and out of the factory by end of DEC 77 but was not registered for the road in germany till feb 80 so applying to kawasaki would give it a 77 reg no good as it needs a 1980 reg to b right ? and uk did not sell z1r's till march 78

easy way build it up find a engine within 100 of the frame No to complete working bike insure on frame No and take it to a place like where kit cars built at home are inspected and u get a ticket of road worthiness u will end up with a new reg say 2025 OR Q PLATE not upto latest on it just know it can b done ??? but then buy a private plate cheap and 80 quid transfer to a number like this 77 GEN REG
