Restriction in Exhaust

Restriction in Exhaust
I found this exhaust pipe with this restriction pressed into the flange end. It seems to me that engine should not run, possibly it could with reduced power.
I'm having trouble with the picture, please let me know if it is not complete.
The aperture of the restriction is approx 16mm dia. The pipe is approx 40mm inside diameter.

You won't believe the restriction.
I tried rotating 180 degrees to fix the photo,
result was it only gave me 1/8 of the picture. THis is my last try.. Oh there it is, blo*dy small.

Z1parR,Its a standard pipe however these restrictions are not standard. It's fitted to a TX500 and a pressed fit into the two exhausts pipes. JUst can't understand why these restrictions are there, they have been removed now.

I would love to know what the inlet tract restrictor looked like?
Maybe similar mounted behind the inlet manifold.
It makes more sense to have one at inlet and a similar one at exhaust

Also, what is the small coin size disc?
Looks as so they were definitly factory supplied by the patt# on the washers!

a lot of fiftys in the seventys had washers in between the head and exhaust pipe,when ever someone bought one,the first job was to strip zorst off and remove it,the other way they restricted them,was a long thin tube down full length of exhaust.
