Took last one off with a dremmel with fine cutting disc a touch at a time,seem to recollect there is a pin in the side that retains the lock,could be mistaken on that one though,you going for the taper bearing upgrade?..Paul J

Bit drastic but thought as much !
The Haynes manual says that the UK lock is a Neiman Lock secured by a rivet, the one on the cover is the only rivet that I can find, but not convinced (no rivet or screw in the side) ??

That is a tapered pin and not a rivet
Ease the pin out and put the key in to remove the lock

I think the key number is what you can see on end of barrel.
If it is some people can cut you one from the number without a key to copy.

I remove the bottom steering stem bearing with a blunt wood chisel. using the taper of the chisel to lift bearing off the taper on the stem.
give the chisel a tap on each side of the bearing in turn until bearing lifts of stem taper.
best method to fit new bearing is with a length of gas barrel of the needed dia. slid over the stem. double check the correct fitment of shim and seal before fitting bearing as if you fit them in the wrong order you will be buying a new bearing kit.

As for the lock I'm lucky I have a mate who's a locksmith.
I'm very good at braking keys in locks so comes in handy.
