Tank rust

A bit of advice , the tank on my project is ready to be resprayed, looking inside the tank it looks like a varnish type sealer has been applied, but it seems on top of a rust belt, should I remove the sealer then De rust and re line the tank before I send it off, also the underside has a fair bit of rust, should I get this removed or leave it to the paint men?
