I don't know for sure, but maybe an indicator cancelling switch.

I am not a Z1R expert but it looks like a tacho/speedo sensor for electric clocks

Hi Steve
it's a part that goes between the speedometer and the speedometercable. The wires are connected to the electronic device to "count" the revs it makes in order to determine the distance you travelled.
After a certain distance the electronic device that cancels the indicator lights (on the right side of the fairing) switches those lights off.
