If it really won’t move what I have done successfully is to put a mini thin grind disc on a dremel and cut a groove 360 deg between the face of the nut /bolt and the part that’s held on, this realeases the tension and stress on the threads as there is no more compression to part it’s holding on , a spanner will then turn the nut. I did this on the other side with the points cam bolt which was way over torqued, and I was scared that the long bolt into the crank would snap, 2 mins with dremel and then was almost hand loose
This may work for you , just don’t cut into the shaft of the bolt

The mini discs supplied with the dremel 3000 cut a perfect gap of about 1mm between the bolt and face , sacrificing the bolt , but pennies , I also had an engine sprocket nut which was in place for 30 yrs and a 3ft tourque bar wouldn’t shift , even with a little local heat , had to watch oilseal, just cut across the flats at a tangent to the shaft , released the tension on the nut as it pinged open, came off by hand
Dremel was great bit of kit , so accurate for cutting
