You can measure the float height with the carbs inverted but that will only get it close ish but you have no real idea whats happening when back up the right way with the bowls back on. You really need to measure them with the wet tube method to get them spot on.

This mine, you can also turn the carbs upside down for setting the tangs, without everything falling everywhere.
It also serves as a storage place for a valve compressor.
