Rust in tank

I'm sure this has been covered before many times, but I don't seem to be able to find anything in my search of this site.
I've taken my tank off primarily to remove some overspray from below the petrol cap, by the way any advice on this would be appreciated. On removal of the tank I had a look inside with a remote camera, and saw spots of rust. It doesn't seem too bad, and I wondered if it had been treated before, but any advice on removal and post removal treating would be gratefully appreciated. I would add images if if I was more computer savvy!

I use and recommend 40% phosphoric acid. If used correctly it also chemically changes the bare metal surface so it doesn't rust again.

What do you mean when you say if used properly?
I have some Phosphoric acid and will give this a go, if it is not too dangerous!
