Those are accelerator pump carbs.
They may be 28's but also 26's
28's have 1 square diaphragm and the 26's have 2 ( 1 square and one triangular) on number 2 float bowl.
The location for the triangular one is un-machined with no cap on the 28's.
A pic of number 2 float bowl would confirm
I would un-blank the air screws and fit brass mains as they are more accurate than nylon.
Like for like brass and nylon do not flow the same amount of fuel.

Here are some pics from today, got to drill & remove air screw blanking plugs & a pic of #2 carb bowl, I have measured the internal bore of the carbs & its 28mm.
