Zephyr 1100 engine part identification?

Okay chaps,

See the bit I've circled (r/hand side of engine under ignition casing), there's a splined shaft with lever attached behind the oil feed pipe - WTF does it do?

Had to ask as being a bit bored at work was puzzled by what it could be.
And on the 7th day... Zeds were created!

I think it's a crankshaft balancer

It is the balancer shaft lever Mark.
