Can anyone tell me are Z750 1983 barrels a direct swap onto a Z650 1978 model ? Do you then need Z750 Head ?

No. As long as the camchain type is the same just swopping the barrels will do the job.
Much like the z900/1000, the heads are pretty much the same.

Early 650s with single row camchains will need the crankcase mouths opening up to allow the liners to go in. If the bottom end has a hyvo cam chain, then no bother putting 750 barrels on. I think yours will be a single row cam chain if it's a 78 model. As far as heads go, the later 750 heads did away with the 4 bolt holes and by the time they finished,, they even removed that bit of casting.
The best 750 head to use for a single row camchain is the first 750s that still had cam gears for the rev counter and the head still has the drilling for the top cam chain roller.
Also later 750 barrels did away with some of the recessed parts where the cam wheel idlers and tensioner blades went.
