gasping for air

I am currently working on a Z1 at present
I have tuned the carbs balance etc
colourtune is good on all cyclinders
but unless I remove the air filter when I rev it it is gasping for Air

ideas please

Had similar problem.Was a combination first removed my K&N filter and put in new standard one.Also i found at prolong full speed there was a fuel feed problem.

needle jets knackered,
airways / air jets blocked
air filter knackered
Poor ignition

You could look into changing the pilot jets on the intake..

I had this to happen on my bike when i picked up a set of carbs off a friend the mixture screws where over tightened and it messed up the seats of them and one of the tips was broke off in the carb body
